How to Enrich Your Customer List with Credit and Contact Data for Prescreen Marketing

There are three ways to enrich a list you already have. The right one depends on whether you will make a firm offer of credit. Companies making a firm offer enrich the list in LeadsIQ. Teams that only need to know who fits an offer use OffersIQ. Teams that only need contact data use Data Append.
With CRS, all three run through your CRS account. LeadsIQ appends phone, email and credit attributes to your records. OffersIQ returns match or no match, with no credit data. Data Append adds email, mobile phone and landline numbers.
Which route fits your list?
| Route | What you send | What comes back | When it fits | Question for your counsel |
|---|---|---|---|---|
| LeadsIQ | Your consumer list | Phone, email and credit attributes on each record | You will make a firm offer of credit | Which permissible purpose covers credit data on this list? |
| OffersIQ | Name and address for each record | Match or no match against your offer rules. No credit data. | You want to know who fits an offer before you spend | How will you use match results in your outreach? |
| Data Append | Your file | Email, mobile phone and landline numbers | You need contact data, not credit data | What consent covers calls, texts and emails to these contacts? |
A quick way to choose:
- Will you make a firm offer of credit? Use LeadsIQ.
- Do you only need to know who fits an offer? Use OffersIQ.
- Do you only need phone numbers or email addresses? Use Data Append.
Data Append works on its own. Upload a file with first name, last name, street address, city, state and ZIP code. Data Append returns phone numbers and email addresses.

LeadsIQ is for companies that make firm offers of credit. Your prescreened firm offer can go out by email as well as direct mail.
Existing customers vs new prospects
Who is on your list changes the questions for your counsel. Settle them before you append credit data.
| Your list | Examples | Question for your counsel |
|---|---|---|
| Current customers | Borrowers, members, cardholders | Does an account review purpose cover the credit data you want? |
| Past applicants | Declined or unfinished applications | Which purpose applies now that the application has closed? |
| New prospects | Rented lists, event and web leads | Does prescreen apply, and what firm offer will they receive? |
CRS also supports account reviews for current customers. Ask your CRS contact which product fits your list.
What rules apply to the contact data?
Credit rules are not the only ones. Outreach to appended phone numbers and email addresses has its own rules.
- Calls and texts. The FCC explains the Telephone Consumer Protection Act and its telemarketing rules.
- Commercial email. The FTC’s CAN-SPAM Act compliance guide covers email marketing.
- State laws. Some states add their own calling and privacy rules.
CRS supplies the data. Your team owns consent and outreach decisions, so ask your counsel what consent each channel needs.
What should you settle before you enrich?
Prescreened marketing falls under the Fair Credit Reporting Act. CRS does not give legal advice. Settle these questions with your counsel before you append credit data:
- Which permissible purpose covers credit data on each part of your list?
- What firm offer will matched consumers receive, and on what terms?
- How will your mail and email offers present the prescreen opt-out notice?
- What consent covers each phone and email channel you plan to use?
The primary sources are the CFPB’s Regulation V, section 1022.54, and the FTC’s guide to prescreened offers. Our prescreen compliance sources page quotes the key passages. CRS customers complete compliance vetting before their first pull.
